There is a new casino project being proposed for Enid. The casino would be owned by the United Keetoowah Band of Cherokee Indians. However, the controversy is already starting due to gaming not being allowed in the city limits.
A meeting was held on Tuesday with representatives from the tribe and the Enid City Commission. During this meeting the city was told that the project will move forward regardless of having support or not from the city.
The property that the tribe wants to use will need to be taken into federal trust before the tribe can conduct any gaming. One of the steps needed for this to have approval for the project by the Oklahoma governor.
The tribe has expressed interest in obtaining support from the city on the casino project. Step one in the approval process will be getting support from the city commission. An application asking for land to be placed into trust also needs to be submitted to the Department of Interior. An environmental impact report will need have a study conducted to ensure that the project will be in compliance with the Environmental Policy Act.
The proposed casino would offer slot machines, blackjack, poker, craps, and roulette. The building would be 20,000 square feet.
Since tribal land is considered sovereign, the tribe can agree to pay the city a fee instead of paying taxes. Over ten years a monthly payment would be made to the city based on the revenue that was made from the casino. The city will also be given $12 million for infrastructure improvements. These agreements would be done as a way to show the city that the tribe is interested in being a good neighbor.

The annual Oklahoma Indian Gaming Association was held this week in Oklahoma City. One of the topics of discussion was the future of gaming in the state.
Recently a law was approved that will allow for casinos to operate roulette and craps. It is estimated that tribal owned casinos will begin offering these games in October.
Supporters of the new gaming opportunities believe that it will help generate more revenue at the casinos. As well as attract more visitors to the area. The popularity of the games and not able to operate them in the state are believed to have kept many casino visitors away.
Compacts between the state and the tribes have been amended with nearly half of the tribes that own casinos. The Department of Interior will send final approval and then the games will be allowed to begin operation.
Many of the casinos have their preparations in place to start offering the games. They are only waiting the for final approval that everything is legally in place.
They are hopeful it could take place by Labor Day. However, that may be unlikely.
Another popular topic at the annual event was sports betting.
Recently the U.S. Supreme Court overturned a law that prevented sports betting in states outside of Nevada. Individual states have been given the power to decide if it will be allowed at their casinos. Oklahoma would still need to pass its own law before sports betting would be allowed.
Adding the new games of blackjack and roulette will earn an estimated $20 million for Oklahoma as soon as the games are implemented.
10 percent of the money earned from these games will be paid in taxes to the state.

Casinos owned by Native Americans in Oklahoma will now be able to offer additional games, such as craps and roulette, as a result of a new measure, H.B. 3375, that was signed on Tuesday by Governor Mary Fallin.
This is the first time ever in the state's history. The measure will allow tribal casinos to operate dice games and roulette. Tax revenue made from the games will fund education programs and salaries for teachers.
The governor also signed a bill that would remove the hotel and motel room tax of $5. Tax will also be added to purchases made online from retailers.
Taxes collected from these measures will total in the millions. It will cover an average of $6,100 pay raise for teachers. The largest in history.
There will be $353.5 million allocated for teacher salaries. Support staff will receive $52 million. Benefit flex health care will have $24.7 million. State education aid will receive $17 million. Teaching supplies and text books will be funded with a projected $50 million.
The education funding package will total $2.9 billion for the 2019 fiscal year. The plan is expected to be fulfilled. The current fiscal year ends in June of this year.
State legislators and the governor are trying to show residents in Oklahoma and educators that investing more into education is important. They want people in the state to know that investing in the education of Oklahoma will help better their lives and their futures.
