The Ho-Chunk Nation is building a new casino, hotel and conference center in Beloit, Wisconsin. The original plan was to open the casino in the summer of 2025 and the hotel and conference cent in 2027.
That schedule has been changed due to a slight delay in financing. This was resolved in October with the signing of a new $610 financial package to fund the Beloit project. The new cost of the Beloit casino will be $705 million.
The funding allows construction to proceed at full-scale towards a new opening date for the casino in September 2025. A 1,500-vehicle parking garage will also open at that time. The 312-room hotel and convention & entertainment center will follow a year later.

Construction of the Ho-Chunk's Beloit casino reached a major milestone last week with the placement of the final steel beam to the top of the casino's framework structure. The event was celebrated with a topping-off ceremony which included signing the last beam by attendees before it was hoisted into place.

The Beloit casino will open sometime next year. The last official announcement from the tribe was to open in summer 2025. However, there is speculation that date will be rescheduled into late 2025. When the casino opens, the Ho-Chunk plan to start a two-year construction project to add a hotel and convention center.
Beloit Casino Opens Next Summer | Update Oct. 2025

The Ho-Chunk Nation continues to project the opening date for the Beloit casino and parking garage will be next summer in 2025. There has been no official change to that date despite comments last month by a construction representative that implied an opening date will be delayed.
Kevin Day of Corporate Contractors Inc, the construction representative of the Ho-Chunk Nation, told Beloit Daily News in September that construction is aiming for "substantial completion" by Labor Day 2025. If that is the case, there will not be enough time to install equipment and complete government sign-offs by next summer. The grand opening will have to be extended to date later in the year.
Currently, there are up to 800 construction workers onsite every day. The Ho-Chunk Nation has been approved for four permits, which include the casino, parking garage, hotel foundation, and the hotel. A permit application has not yet been filed for the convention center.
When the total construction project is completed, the Beloit casino complex will have a total size of 1.2 million square feet and include a casino, hotel, conference center and parking garage. The $705 million project will be built in multiple phases. The first phase includes the casino, parking garage and hotel foundation. Construction began Oct. 25, 2024 and will be completed in the second half of 2025. The second phase will be completed in 2027 and include an 18-story hotel with 312 rooms, a spa, and a rooftop restaurant. It will also include a 76,000-square-foot conference center with 2,000 seat to host live concerts, community events, and trade shows.

The Ho-Chunk Nation maintains the opening date for the Beloit casino will be next summer followed by a hotel and conference center in 2027. However, those dates may be significantly delayed based on new information reported last week by the Beloit Daily News.

According to the news source, the new schedule is to have "substantial completion of the casino and parking garage .... before 2025 Labor Day." This statement comes from Kevin Day of Corporate Contractors Inc, the construction representative of the Ho-Chunk Nation which provides daily oversight alongside the general contractor, Miron Construction. Day gave no update on a new opening date.
The Beloit casino construction site is located at the corner of Willowbrook and Colley roads where the first walls of the new structures were erected in July.
So far, the City of Beloit has issued four building permits for the project. The permits cover the casino, the hotel foundation, the hotel, and the parking garage foundation. The convention center permits will come later. The estimated building construction cost for these issued permits is $293.7 million.

Construction of the Ho-Chunk casino project in Beloit began last October and is progressing steadily and on-schedule, as reported by the Beloit Daily News. The construction site has hundreds of workers actively engaged with building the 240,000-square-foot casino and the 565,000-square-foot parking garage. Both will be completed by mid-summer 2025.
A second construction phase will follow with building an 18-story hotel and a 76,000-square-foot convention center. Both venues will open in 2027.
The total development will cost $500 million. When completed in 2027, the size of the Beloit casino, hotel, conference center and parking garage will total 1.2 million square feet. The casino will feature 1,800 slot machines, 40 gaming tables, a sportsbook, four restaurants and a 62-seat casino bar. The hotel will feature 312 guest rooms, spa, lobby bar, and a rooftop restaurant.
Since January, the City of Beloit Planning Department has issued four major building permits to the Ho-Chuck Nation for construction of the Beloit casino project. The first permit was issued in January for the casino. The estimated construction cost of the casino is $83,899,444.
The hotel has received two permits. The first was issued in February for the hotel foundation. The second permit was issued in April for the 18-story hotel. The estimated cost of the hotel and foundation is nearly $192 million.

The major project missing from this list is the convention center, which is scheduled to open around the same time as the hotel in 2027.
The total cost of the Beloit casino project is expected to be $500 million. The estimated construction costs of the permits issued so far is $293.7 million. That excludes the building cost of the conference center and parking garage, plus property improvements of the 33-acre site and installation of equipment and interior furnishings.

The construction schedule for the $705 million Ho-Chunk casino in Beloit is to complete the casino in the summer 2025 and the hotel and conference center in 2027. The total project size is 1.2 million square feet. The casino will be 240,478-square-feet.
Last month the building contractor pulled two important building permits:
PARKING GARAGE: $18 million permit for footings and foundation
HOTEL: $6.6 million permit for footings and foundation
The parking garage will be a 565,000-square-foot structure with 1,500 parking spaces. Construction crews will begin work on the support pilings this week. The garage is scheduled to open at the same time as the casino and will be the second largest building in Beloit.
The hotel construction will not start until after the casino opens.
Despite the bad March weather slowing the construction crews, the Beloit casino project is still on schedule according to Kevin Day, the project manager on the project.
Construction of the Ho-Chunk Nation's casino, hotel and conference center in Beloit, WI, has been underway since the groundbreaking ceremony last Oct. 25th. Construction crews have finished the site preparation work of clearing and leveling the property, and installing the underground utilities.

Now that the site prep is finished, the foundation work is underway. When that part is finished, the steel framework will rise and the utilities (electrical, plumbing and HVAC) will be installed. The final steps are the exterior work and finishing the interior. Both will be finished next year.
The construction of the casino is on-schedule for completion sometime in mid-2025, according to a Ho-Chunk Nation consultant, Collin Price. After the casino opens, construction will continue on the hotel and conference center scheduled for completion in 2027.
Ho-Chuck Nation's $705 million construction project is the largest in Beloit's history. The designer is HBG Design and the construction contractor is Miron Construction Co.

Construction crews for the Ho-Chunk casino in Beloit have begun building the first foundation sections for the new 240,478-sq-ft casino. The view from Interstate 90 shows grading and prep work are still underway. However, the view from Colley Road shows the first row of rebars in the foundation.

The construction site is located at 777 Willowbrook Road on the southeast corner of Willowbrook and Colley roads near the I-39 / I-90 Intersection.

On Jan. 14, the City of Beloit issued a commercial building permit to the Ho-Chunk Nation and Miron Construction of Neenah, the general contractor, to build the casino and a 1,500-vehicle parking structure. This was the largest building permit ever issued by the city.
Construction will be completed by Summer 2025. Soon afterwards another construction project will begin to build an 18-story hotel and convention center. That project will be completed in 2027.

Construction is expected to ramp up quickly in 2025 according to Kevin Day, a Beloit city councilman and VP of Corporate Contractors Inc.

GAMING COMPACT The federal government has approved the gaming compact signed by the state and the Ho-Chunk Nation. Here are the key provisions:
Casino Features: The casino will have 1,500 slot machines, 40 live dealer table games, four restaurants and three bars. The hotel will be 18 stories with 312 rooms, a spa, and 76,000 square feet of meeting space.
Revenue Sharing: The Ho-Chunk Nation will pay 5% of their annual gross gaming revenue with the state. If the revenue exceeds $350 million, the tax rate that year will be 5.5%. In addition, the city Beloit will be paid 1.4% of the gross gaming revenues and Rock County will receive 0.6%.
