The Ho-Chunk Nation is building a $705 million casino and hotel in Beloit. The first phase of construction will open in summer 2024 featuring a casino with 1,500 slot machines, 40 table games, a sportsbook, four restaurants, and a casino bar.
Here is a summary and descriptions of the four restaurants and the bar. No other details has been released.
Main Restaurant This will be the primary restaurant inside the casino and will offer a variety of American and international foods to attract a wide sector of the dining guests.
Ethnic Restaurant This venue will feature food specialties of an authentic, ethnic cuisine. Several cuisine categories are under consideration; However, the final selection has not been made.
Casino Buffet This restaurant will be a traditional casino buffet offering a wide variety of tastes throughout the day from breakfast through dinner.
Outdoor Patio Restaurant This open-air restaurant on an outdoor patio will provide a delightful alternative to the ambiance of traditionasl dining venues.
Casino Bar The bar will seat 62 and will be located inside the gaming floor.
The Ho-Chunk Nation held a groundbreaking celebration today to start construction on a $705 million casino, hotel and conference center in Beloit, Wisconsin. Phase 1 of construction will build the casino with four restaurants and a bar. The casino will be the second largest in Wisconsin and feature 1,500 to 1,800 slot machines, 40 table games, and a sportsbook. Construction is estimated to take 18 months with the casino opening in the Spring of 2024.
Phase 2 of construction will start after the casino opens. This phase will build an 18-story, 312-room hotel and a conference center. When finished, the casino, hotel and conference center will be the largest employer in Beloit with nearly 1,500 full-time and part-time employees.

Beloit Casino Will Break Ground Oct. 25, 2024

The Ho-Chunk Nation has scheduled a groundbreaking celebration on Friday, Oct. 25, 2024 at 11 AM for its new Beloit casino. The event represents the start of a $705 million construction project to build the second largest casino in the state. The largest is the Potawatomi Hotel & Casino in Milwaukee.
The groundbreaking event will be held at the future construction site located between Willowbrook Road and Interstate 39-90 at the southeast corner with Colley Road. Attendees will include Ho-Chunk officials, city and state officials, and other invited guests.
This 18-month construction project will be completed in summer 2024 and includes a 240,478-square-foot casino with 1,500 slot machines, 40 table games, a sportsbook, four restaurants, and a casino bar. A second construction phase will follow to add a 18-story hotel tower with 312 rooms and a conference center.
The $705 million casino Beloit casino project passed its final approval needed for construction when the Beloit City Council approved a zoning change to the building site. The 32-acre site on the southeast corner of Willowbrook and Colley roads was changed from a general manufacturing district to a planned unit development district. This action clears the way for the groundbreaking event this Fall. The opening date will be in 2024.
The Ho-Chunk Nation plans to build a 240,478 square-foot casino with Class III gaming, an 18-story hotel with 312 rooms and a spa, four restaurants, and a 76,413 square-foot convention center. The casino will feature 1,500 slot machines, 40 table games, and a sportsbook.
The Ho-Chunk Nation's Casino in Beloit has both state and federal approvals. The U.S. Department of Interior granted approval in April 2020, and Gov. Tony Evers signed a Tribal-State Gaming Compact in March 2021. The casino site was transferred into federal trust for the Ho-Chunk Nation in May 2022, give the land sovereignty over state and local regulations.

Before construction can start, there are two issues that must resolved between the Ho-Chunk and the City of Beloit. The first is a Planned Unit Development (PUD), a written agreement defining infrastructure issues, traffic, parking, public utilities, etc., and the second is rezoning the casino site from a general manufacturing district to a planned unit development district.
Last Monday the Beloit City Council resolved the first issue by voting unanimously to approve a Planned Unit Development master plan with the tribe. The second issue to rezone the property will be addressed by the city council in a meeting scheduled for August 19. A final vote on the zoning amendment is expected to pass.
A groundbreaking ceremony will then be scheduled for a date sometime in September or October 2024. Construction of the casino will take 18-24 month to complete.
Ho-Chunk Gaming released more details this week about its $500 casino plan for Beloit, WI. The plan includes a casino, restaurants, bars, hotel and conference center. The casino and restaurants will be built first and the others will be built in successive phases.

Construction of the casino is expected to begin within a few months and be completed in 2024. Afterwards, a second phase of construction will begin to build the hotel. Further details are pending.
Per the terms of a gaming compact with the state, the Ho-Chunk Beloit casino will pay 2% of its annual gross gaming revenue (GGR) to the state and 2% to local governments. The local government payments will allocate 70% to Beloit and 20% to Rock County.

The Ho-Chunk casino planned for Beloit is progressing forward to a groundbreaking this Fall. Last week The Rock County Board of Supervisors voted to amend and extend a three-party intergovernmental agreement between the Ho Chunk Nation, the City of Beloit, and the county.
The intergovernmental agreement originated in 2012 and covers land use, taxation and finances between the three parties.
The deal was extended three times and finally expired in 2022. The action taken by the Rock County Board reactivates the agreement and extends its term through the end of 2024.
"Road access, ingress, egress, storm water plans, working with the fire department over their concerns with the height of the hotel. Now that we're getting ready to break ground, those are the little details that have to be decided."

The amended agreement also added a 2% tax on the casino's net winnings. The tax revenues will be split with Beloit receiving 1.2% and Rock County receiving 0.6%.
New renderings of the Beloit casino were released to the public this week by the Ho-Chunk Nation. The new $705 million casino will break ground this fall and is expected to open sometime in 2024.

The Beloit casino will include a casino with Class III slot machines, table games, and a sportsbook, a 312-room hotel, and a convention center. The location will be the southeast corner of Willowbrook and Colley Roads about 20 miles north of the Hard Rock Casino in Rockford, Illinois.

The Beloit casino will be built on a 32-acre site at Willowbrook and Colley roads near Interstate 39-90.
"The final program, that we're excited about, breaking ground this fall includes a 300-key hotel. We've got a large gaming floor that consists of slot machines, table games, multiple food and beverage outlets within that. We've also got a convention center that is going to be multi-use. So we're looking to bring concerts, you know, performances. We can also have expos, conventions, small meetings."
