In October 2025, city officials announced they considering a casino plan as an option for economic development at the Berglund Center. The casino revenue would provide $25 million for maintenance and upgrades at the center over the next ten years.

To qualify under state law, a Roanoke casino plan must be introduced as legislation into the Virginia General Assembly for approval to be added to the state list of eligible casino cities. The bill must pass both houses and signed by the governor before heading to the election ballot for Roanoke voters to approve or disapprove.
The current list of eligible casino cities in Virginia include these five:Bristol (Hard Rock Hotel & Casino), Danville (Caesars Virginia), Norfolk (Norfolk Casino), Petersburg (Live! Casino & Hotel Virginia), and Portsmouth (Rivers Casino Portsmouth).
