Gun Lake Tribe's compact may become model

April 16, 2008

Professor James Hill of Central Michigan University told Business Review that renegotiation of expiring Indian casino compacts may be modeled after the Gun Lake compact.

There are 3 revolutionary concepts in that compact:

  1. Gross revenues from slot machines will be shared with the state on an increasing scale beginning at 8%. As income grows the payments will increase up to a maximum of 12% of the gross.

  2. The size of the exclusivity zone is limited to 9 counties around their casino instead of the entire state.

  3. The local revenue-sharing board will add three tribal representatives to the three local government representatives already on the board.

Tribal chairman D.K. Sprague said "The compact sets forth responsible terms for the operation of the Gun Lake Casino. it protects the interests of all respective governments: tribal, state and local.”
