Prairie's Edge Casino Resort in Granite Falls was the first casino in Minnesota to reopen after two months of closure due to fears of COVID-19. Five other casinos opened in May including Mystic Lake Casino Hotel, Little Six Casino and three Seven Clans casinos.

Minnesota tribes still oppose sports betting

March 11, 2020

A bill to legalize sports betting in Minnesota is stalled in the state legislature due to opposition from the Minnesota Indian Gaming Association (MIGA). MIGA represents the 11 tribes that operate 19 casinos in the state and oppose expansion of all off-reservation gambling, including sports betting.

A sports betting bill SF 1894 is currently active in the state senate but stalled in committee after receiving a letter from MIGA last week. The bill description is:

"Sports wagering commission establishment; sports pool operators and sports wagering premises licensing requirement; mobile and electronic ports pool licenses establishment; sports pools conduct regulation; local restrictions prohibition; sports wagering participation restrictions; excise tax imposition on sports wagers in lieu of corporate tax."

The MIGA letter was dated March 1 and addressed to the Senate State Government Finance and Policy and Elections Committee. In the letter the tribes expressed concern that legalized sports betting may negatively impact the gaming industry and suggested researching its impact in the 16 states that have legalized it.

"Regulated sports betting markets are new to 16 states and vary widely. Before pursuing any new types of gaming in Minnesota, MIGA urges a better understanding of the impacts from recently enacted sports betting laws, particularly in states with a significant tribal gaming presence."

"Our position is unchanged; The Minnesota Indian Gaming Association continues to oppose the expansion of off-reservation gambling, including the legalization of sports betting and, therefore, must respectfully oppose SF1894."

Minnesota Tribes Oppose Sports Betting Legislation

Last week the chairmain of the Minnesota Indian Gaming Association, Charles Vig, wrote a letter to top government officials regarding sports betting in this year's legislative session.

The Minnesota Indian Gaming Association supports responsible gambling. Its membership includes all 11 federally-recognized Minnesota tribes.

The letter states the official position of the Minnesota Indian Gaming Association and its members is the continued opposition to the expansion of off-reservation gambling, inclding the legalization of sports betting.

The letter was delivered to Gov. Tim Walz, Speaker Melissa Hortman, House Minority Leader Kurt Daudt, Senate Majority Leader Paul Gazelka and Senate Minority Leader Tom Bakk.

Mdewakanton Dakota Indians appeal casino claims to Supreme Court

WASHINGTON, DC - The Star Tribune reported last week: "Thousands of Mdewakanton Dakota Indians who claim a share of the lands and gambling revenues from casinos in Prior Lake and Prairie Island are taking their case to the U.S. Supreme Court.

"The group, led by former Lower Sioux Community Chairman Sheldon Wolfchild, filed a petition Friday asking the court to review a federal appeals ruling that went against them last March.

"The case, which dates to 2003, is based on historical claims made by descendants of Mdewakanton Indians who helped white settlers during the 1862 Dakota rebellion in Minnesota.

"Numbering more than 20,000 in the United States and Canada, the group is laying claim to some of the lands that form part of the present-day Mystic Lake and Treasure Island casinos.

"It bases that claim largely on lower court rulings that the federal government breached a 19th-century trust when it handed control of the lands to the present-day Shakopee Mdewakanton Dakota Community, which owns the Mystic Lake and Little Six casinos, and the Prairie Island Indian Community, which owns Treasure Island.

"Membership in the two communities is limited to several hundred tribal members who enjoy millions of dollars in annual gambling profits. Many of the plaintiffs, descendents of Indians who were expelled from Minnesota after the Dakota rebellion, live on economically depressed reservations in Nebraska, South Dakota, and Morton, Minn.

"Minneapolis attorney Erick Kardaal, who filed the petition, said the group has also been bolstered by the support of the Oglala Lakota Sioux of the Pine Ridge reservation in South Dakota, where many of the descendants live.

"The government has 30 days to respond."
