Muskegon Makes Agreement with Lac Vieux Desert Band

MUSKEGON, MI - Muskegon city commissioners approved an agreement Tuesday with the Lac Vieux Desert Band of Lake Superior Chippewas related to the tribe's proposal to build a casino in Muskegon. The terms are non-binding and non-exclusionary, so a similar agreement is expected with the Little River Band, who proposed a casino in downtown Muskegon.

This agreement would be effective if the Lac Vieux Desert Band are successful with building their casino. The terms include the following.
  • The Lac Vieux casino would be limited to the SPX building on Muskegon Lake.

  • The tribe would pay the city for police, fire and utility services in the amount of $2 million over five years, plus 4 percent of gaming revenues.

  • 25 percent of all construction workers would have to be city residents

  • 20 percent of all licensed workers would have to be city residents

  • 50 percent of all nonlicensed workers would have to be city residents

  • The tribe would pay for employee training costs.

  • Hiring preference would go to tribal members.
     

  • The agreement would terminate in September 2009 unless extended due to litigation.

If built, the casino would generate up to $4.5 million a year in new revenues to the city.
