Norfolk Casino Targets November 2027 Opening as Construction Moves Forward
NORFOLK, Va., Sept. 30, 2026 - Norfolk's $750 million waterfront casino resort is targeting a November 2027 opening as construction continues beside Harbor Park, providing a more specific timeframe for completion of the long-awaited development.
According to WTKR News 3, Norfolk city leaders provided an update Tuesday on the casino while discussing several major development projects across the city. The November 2027 timeframe would narrow the previously announced schedule, which has generally called for the permanent casino resort to open in late 2027.

The casino is being developed by Boyd Gaming in partnership with the Pamunkey Indian Tribe. The partners broke ground on the permanent resort in October 2024.
Plans call for a 200-room hotel and casino featuring 1,500 slot machines and 50 table games. The $750 million resort will also include eight food and beverage outlets.
Additional plans for the development include entertainment and other resort amenities designed to turn the Harbor Park site into a major gaming and tourism destination.
Gaming is already underway at the site while construction of the permanent resort continues. The Interim Gaming Hall opened in November 2025 near the permanent casino construction site, providing casino gaming while the full resort is being built.
Norfolk voters approved casino gaming in a 2020 referendum, beginning a development process that ultimately brought Boyd Gaming together with the Pamunkey Indian Tribe on the project.
If the November 2027 target holds, the opening would mark the completion of a project that has been years in development and add a major new casino resort to Norfolk's Harbor Park waterfront.
