Norfolk Casino Construction Continues as Virginia Resort Project Moves Forward
Construction remains underway at the future Norfolk Casino Resort as development continues on one of Virginia's most anticipated gaming and entertainment projects. More than two years after groundbreaking, work is progressing on the waterfront property as developers advance plans for a destination expected to bring gaming, dining, hospitality, and entertainment to the city.
Boyd Gaming and the Pamunkey Indian Tribe officially broke ground on the project in October 2024 and described the resort as a $750 million development planned for the north bank of the Elizabeth River near Harbor Park. The project is expected to feature a hotel, casino, dining venues, entertainment options, and outdoor amenities once completed.
Construction Progress Continues
While no major construction milestone has been publicly announced in recent weeks, development activity remains ongoing as crews continue work across the site. The project has progressed beyond its planning and approval stages and remains firmly in the construction phase.
The development represents one of the largest ongoing entertainment projects in Virginia and continues to draw interest from residents, visitors, and gaming industry observers following its progress toward completion.
A Major Destination for Norfolk's Waterfront
When complete, the Norfolk Casino Resort is expected to include a 200-room hotel, approximately 1,500 slot machines, 50 table games, eight food and beverage venues, live entertainment offerings, and a large outdoor amenity deck overlooking the waterfront.
Developers have positioned the project as a regional destination designed to attract visitors from across the Mid-Atlantic while contributing to Norfolk's tourism and entertainment economy.
Opening Timeline
Developers have previously indicated that the permanent casino resort is planned to open in late 2027, subject to construction progress and regulatory approvals. A transitional gaming facility was also proposed as part of the broader development roadmap.
As construction continues throughout 2026 and into 2027, future updates are expected to provide additional details regarding major construction milestones, structural progress, resort features, and preparations for opening.
