Norfolk Casino Construction | Update Feb. 2026
Boyd Gaming's president and CEO told investors Thursday the construction of the Norfolk casino and hotel "remain on schedule" for opening in late 2027. He added:
"Foundation work is largely complete for the permanent building and construction is now going vertical."

President and CEO Kevin Smith also gave the first public comments about the financial performance of The Interim Gaming Hall, the temporary slots-only casino which opened Nov. 7, 2025. Smith said the temporary casino is expected to "break even" while operating during the construction of the permanent casino. It earned $1.4 million in adjusted gaming revenue in November and $1.1 million in adjusted gaming revenue in December.
The City of Norfolk was paid about $154,000 in gaming tax revenue for those two months. Smith said The Interim Gaming Hall is performing as expected, but the numbers are far below what the city should expect to see after the permanent casino opens in 2027.
Boyd Gaming partnered with the Pamunkey Indian Tribe in 2024 to build and operate the Norfolk casino. The tribe had a previous partner that was unable to finance the project. A mandatory deadline to open the Norfolk casino by Nov. 15, 2025 had been imposed by the casino referendum approved by voters in 2020. Therefore, to meet the deadline Boyd Gaming expedited The Interim Gaming Hall to open Nov. 5, 2025.
