An $11.1 billion underground casino proposed for Freedom Plaza is under review for a state-issued casino license to be issued by the end of 2025. The partners in the plan are the Mohegan Tribe, a successful casino operator, and the Soloviev Group, a developer.
If approved, the Freedom Plaza Casino will include an underground casino, two hotels, and 5 acres of public park space. There will also be 1,080 apartments with 600 designated as affordable, a museum, daycare, medical clinic, grocery store, and NYPD substation.

The proposed Freedom Plaza Casino is now the only surviving bid for a Manhattan cassino after Wednesday's rejections of the Avenir bid on Manhattan's Far West Side and the Caesars Palace bid in Times Square by community advisory committees. The rejection by both casinos leaves only six applicants in the running for the three casino licenses allocated to the greater New York City area.

Freedom Plaza in Manhattan
MGM Empire City in Yonkers
Metropolitan Park near Citi Field in Queens
Resorts World New York City at the Aqueduct Racetrack in Queens
The Freedom Plaza Casino is now the sole remaining applicant for a Manhattan casino. A decision will be made by a new community advisory committee before September 30 on whether to proceed or reject the application.
The Freedom Plaza proposal was submitted by a partnership between the Soloviev Group, a major real estate developer, and the Mohegan, the gaming and hospitality company of the Mohegan Tribe of Connecticut. The Mohegan operate the Mohegan Sun casino in Uncasville, CT, and six other casinos and resorts.
