White Earth Nation Moves Forward With Trust Bid for Proposed Moorhead Casino

MOORHEAD, Minn. - A long-discussed plan that could reshape the economic landscape west of Moorhead took a significant step forward Tuesday as the White Earth Nation announced it intends to seek federal trust status for land it owns near Interstate 94, a key milestone in its effort to develop a casino and resort destination in Clay County.

The update came during a presentation to the Clay County Commission, where tribal officials outlined the next phase of a project that has been under discussion since the Nation purchased land near the Sabin interchange in 2024.

Rather than seeking trust status for the entire property, tribal leaders said they plan to move forward with an application covering about 80 acres. According to Nate Matthews, a special project manager for the Nation, that approach was recommended during conversations with the Bureau of Indian Affairs.

"We're moving forward with an 80-acre trust application concept," Matthews told county commissioners, adding that work is underway on title issues, easements and other requirements needed for the filing.

For tribal leaders, the application represents an important milestone, but not a final decision. Taking land into trust is a necessary step before gaming can even be considered on the site. Because the property lies outside the boundaries of the White Earth Reservation, any future gaming proposal would still require approval from the U.S. Department of the Interior and the concurrence of Minnesota's governor.

Officials with the Nation have emphasized that the trust application begins what is expected to be a lengthy federal review process. That review includes environmental and socioeconomic studies, consultation with local governments and neighboring tribes, and input from the surrounding community.

The project itself remains largely conceptual, but tribal officials have already shared a vision for what could one day be built on the site. Earlier this year, the Nation released an economic impact study describing a potential $176.8 million casino and hospitality development featuring a casino, a 200-room hotel, meeting and event space, restaurants, bars and RV accommodations.

The study projected hundreds of jobs and significant economic activity for the region, arguments supporters say highlight the potential benefits of the development.

At the same time, tribal leaders acknowledge there are questions that need to be addressed before the project can move forward. Among the topics receiving the most attention are transportation improvements, public service needs and environmental protections.

To help navigate those issues, the Nation has proposed forming a working group with Clay County, the cities of Moorhead and Dilworth, and Glyndon Township. Tribal officials say the goal is to maintain an open dialogue with local governments as the review process unfolds.

Environmental concerns have focused largely on a regional aquifer that supplies water to nearby communities. Tribal Chairman Michael Fairbanks has said protecting water resources is a priority for the Nation and will remain part of the conversation as planning continues.

While much work remains before any final decision is made, tribal representatives say the trust application keeps the door open for future economic development opportunities. According to Jacob Severson of the Nation's real estate acquisitions department, the federal and state review process could take between 18 and 36 months.

For now, the proposal remains in its earliest regulatory stages. Whether a casino is ultimately built will depend on the outcome of the trust process, future government approvals and decisions still to be made by the White Earth Nation itself.
