The relocation of the Win-River Casino to a new site in Redding between I-5 and the Sacramento River continues. However, last month the plan hit a legal bump when a Shasta County judge ruled the Public Safety Agreement negotiated between the Redding Rancheria and the county is illegal

The Public Safety Agreement is a 30-year contract between Redding Rancheria and Shasta County for police and fire services. The tribe will pay the county a one-time payment of $5 million plus additional payments for law enforcement at $1,000/call and emergency services at $10,000/call.
County supervisors defend the agreement, and the county is considering to appeal the judge's ruling.
Redding Rancheria CEO Tracy Edwards said this ruling will not delay the relocation project.
"The Tribe is disappointed with the judge's decision and we will have to wait to see if the County appeals. We negotiated this agreement in good faith, and we are confident it benefits both the Tribe and the County. At the end of the day, the agreement was not a requirement of the casino relocation project and the outcome of this lawsuit will not alter or delay the Tribe's plans to relocate Win-River Resort and Casino to I-5. Regardless, the Tribe always has and will pay its fair share. The Tribe continues to stand behind the County in this matter."
Win-River Resort and Casino is hosting a month-long celebration for the 32-year journey taken by the Redding Rancheria to pursue Indian gaming and transform the economic future of the tribe.
When federal recognition was restored to the tribe in 1983, federal assistance was scarce. Tribal elders began holding regular meetings in search of a pathway to economic independence. At that time, Indian gaming was new and promising, but was limited by legal uncertainties. Thirty-two years ago, the tribal elders decided to pursue Indian gaming, and a few years later the tribe opened Black Oak Casino on May 15, 2001.

Win-River Relocation | 1846 Sacramento River Massacre Site?

Two California tribes are suing the U.S. Department of Interior (DOI) to stop the relocation of the Win-River Casino to a new site, called Strawberry Fields, located along the Sacramento River in Redding. The Wintu Tribe of Northern California and the Paskenta Band of Nomlaki Indians are joined by the activist group Speak Up Shasta Association in the lawsuit to overturn last summer's DOI approval of the move.
The lawsuit, which is filed in a federal court in Washington, D.C., claims the Interior Department violated the National Historic Preservation Act by not considering the historical significance of the relocation site.
The plaintiff tribes claim the land is associated with the Sacramento River Massacre on April 8, 1846 when Captain John C. Fremont led a U.S. military group against unarmed Wintu and other tribes were gathered at the river to catch salmon. The U.S. soldiers reported killed hundreds of Native American families that day.
Although the exact site of the massacre is unknown, Fremont's diary suggests the location was near Strawberry Fields.
Win-River Resort & Casino is planned to be a larger casino and hotel at the Strawberry Fields site and will replace the existing casino. The new casino size will be twice as big, with twice the number of restaurants, and a 9-story hotel with 225 rooms.
