Win-River Resort Casino Relocation is Federally Approved

The federal government has approved the relocation of Win-River Casino to a new location along Interstate 5 in Redding, California. The announcement was made July 1, 2024 by the U.S. Department of the Interior.

The federal decision came eight years after a comprehensive review process and opposition from community and special interest groups. A new Win-River Casino Resort can now be built along Interstate 5 in Redding. The land is owned by the Redding Rancheria and will now be transferred into federal trust for the tribe. The land trust will give sovereignty to the tribe over state and local jurisdictions.

The new location will have freeway frontage that will give Win-River higher visibility and easier access. This is expected to attract more visitors and generate more revenue for the tribe.

Win-River relocation still opposed by Redding City | April 2024 Update

The Redding City Council has opposed the relocation of the Win-River Casino since 2019 and continued its opposition this week by a 3-2 vote. The move was prompted by a Final Environmental Impact Statement recently published the U.S. Bureau of Indian Affairs. The agency is seeking public comments on the report with a deadline of April 29th.

In a letter to the Bureau of Indian Affairs dated Tuesday, the Redding City Council criticized several provisions within the report. These include inadequate traffic analysis, negative economic impacts, aesthetic concerns, and issues for the extension of city water and electrical services to the new casino.

The Bureau of Indian Affairs will review the council's letter and all other public comments that are submitted, and determine whether of not to approve the relocation and expansion of the Win-River casino to a new site between Interstate 5 and the Sacramento River. If approved, the 232-acre site would be transferred into federal trust for the tribe and making it exempt from local government jurisdiction.

Final Environmental Impact Statement
For the past year the U.S. Department of Interior Bureau of Indian Affairs (BIA) has been working with the environmental issues of the relocation project, and last week the BIA published the Final Environmental Impact Statement in the Federal Register.

The public is invited to review the report and submit comments to the BIA. The deadline for comments is April 29, 2024, after which the BIA may make a final decision on whether to approve the Win-River Casino relocation.

Win-River Relocation Approvals

The relocation project of the Win-River Casino began in November 2016 when the Redding Rancheria filed a new land-to-trust application with the U.S Interior Department. Federal approval is now pending a final final review of the recent Environmental Impact Statement.

Shasta County has approved the Win-River relocation. Last January 2023 the county supervisors voted to support the project. In July 2023 the supervisors approved a 30-year agreement with the Redding Rancheria to provide law enforcement, fire and other public services to the new Win-River casino.

California has approved the Win-River relocation. In April 2023 Gov. Gavin Newsom signed a 25-year gaming compact with the tribe to allow 1,200 Vegas-style slot machines and Class III table games at the new location. The compact was ratified by the California Assembly in Oct. 2023.

Win-River Relocation Disent

Speak Up! Shasta issued an immediate news release following publication of the environmental impact statement. The activist group opposed to the Win-River relocation.

"The release of the "Final" Environmental Impact Statement does not mean that a casino will be built at Strawberry Fields. The Rancheria's 'deal' with the County of Shasta for law enforcement and other services is already facing a significant legal challenge and our coalition of over 6,000 residents and local businesses stands with the City of Redding in absolute opposition to this project."

Another opposition group, the California Land Stewardship Council, sued the Shasta County Board of Supervisors last February for signing a 30-year public services agreement with the Redding Rancheria.

The City of Redding also opposes the Win-River relocation.

Final Decision
The U.S. Department of Interior has the authority to make the final decision on moving the Win-River Casino because the new location will be tribal land with sovereign rights over state and local jurisdictions.
