Hard Rock Kenosha Casino Project Nears Key Federal Decision in 2026
The Draft Environmental Assessment finds no significant impacts as the project awaits federal and state decisions.
June 16, 2026 - Kenosha, Wisconsin - The Menominee Indian Tribe of Wisconsin's proposed Hard Rock Hotel & Casino Kenosha continues to advance through the federal review process, with the project now positioned for a major decision later this year. The Bureau of Indian Affairs (BIA) released the project's Draft Environmental Assessment (EA) in March, concluding that the 346,000-square-foot casino-resort would have no significant environmental impacts under the preferred alternative.
The Draft EA outlines a full Class III casino with 1,500 slot machines, 55 table games, a 150-room hotel, a 2,000-seat Hard Rock Live entertainment venue, multiple restaurants, and 2,400 parking spaces on a 59-acre site west of Interstate 94. The document evaluates traffic, utilities, stormwater, cultural resources, and socioeconomic effects, determining that the project does not require a full Environmental Impact Statement.
With the public comment period now closed, the BIA is preparing its Final Environmental Assessment and Finding of No Significant Impact (FONSI). If a FONSI is issued, the project would move to the next step: a federal decision on placing the Kenosha site into trust for the Menominee Tribe.
Once the federal trust decision is issued, the project will require Wisconsin governor concurrence before Class III gaming can be authorized. That concurrence window is expected to open in late 2026, setting up a pivotal period for the project's future.
If both approvals are secured, Hard Rock and the Tribe are expected to release a construction schedule, including groundbreaking, site preparation, and vertical construction timelines. Based on comparable Hard Rock developments, full build-out would likely take 18-24 months once construction begins.
For now, the Hard Rock Kenosha project remains in a strong forward position, with federal review nearing its next milestone and state concurrence on the horizon. Additional updates are expected later this year as the BIA completes its final review.
