The Oklahoma legislature reconvened this week with several sports betting bills carried over from last year and others prefiled for the 2026 session. Here is a summary of these bills and the issues that are active so far this year, and which will be debated in the legislature this year.
House Bill 1047 - Tribal Sports Betting Compact Supplements
HB 1047 was introduced in 2025 and is eligible for consideration in 2026. The bill represents the tribal-exclusive approach favored by many legislators and would allows tribes to add sports betting to their Model Tribal Gaming Compacts. The Model Tribal Gaming Compact is a standardize agreement between the state and tribes that provides a universal template for governing all types of gaming at tribal casinos. HB 1047 is sponsored by Sen. Bill Coleman & Rep. Ken Luttrell.
House Bill 1101 - Sports Betting Referendum Option
HB 1101 was also introduced in 2025 and is eligible for consideration in 2026. This bill is similar to HB 1047 but includes a statewide voter referendum to decide whether to allow sports betting. If the bill is passed, the referendum could be on the Nov. 2026 ballot.
Senate Bill 585 - Tribal-compact sports-betting framework
This Senate bill is also carried over from 2025 and is the Senate'a counter-proposal to the above two House bills. It carrys over from last year and represents the preferred framework for legalizing sports betting under the Model Tribal Gaming Compact.
Senate Bill 2081 - Limited Wagering at Charitable & Private Events
SB 2081 allows charitable groups and private events to offer certain types of wagering, including sports betting. The bill was prefiled for the 2026 session by Sen. Micheal Bergstrom.
