Moorhead Casino Plan Paused as White Earth Nation Reassesses $176M Development
MOORHEAD, Minn. JUNE 25, 2026 - The White Earth Nation has placed its proposed Moorhead casino and hotel project on hold, following a shift in tribal leadership that has prompted a broad review of the project's financial, operational, and community impacts. While the development remains formally proposed and the tribe continues to own the nearly 300-acre site, no further steps will be taken until the new administration completes its reassessment.
Leadership change brings immediate slowdown
The pause follows the June 2026 election of Secretary-Treasurer Jacob McArthur, who announced he is "pumping the brakes" on the project. McArthur said he will not authorize financing or development agreements until the tribe answers key questions about long-term financial risk, potential cannibalization of existing White Earth casinos, and the project's overall sustainability.
Chairman Michael Fairbanks, who was not up for reelection, continues to support the Moorhead development. The differing positions among top leaders have created a temporary holding pattern, though no resolutions have been introduced to cancel or formally delay the project.
Completed studies show strong economic potential
The tribe released a comprehensive economic and social impact study in May 2026 detailing a $176–$177 million destination resort with:

- 10 table games
- 200-room hotel with ballroom and meeting space
