ELK GROVE, Calif. - Newly reviewed federal environmental documents provide the first detailed look at potential development concepts for approximately 90 acres that Wilton Rancheria has asked the federal government to place into trust adjacent to Sky River Casino.
In July, this publication reported that the trust acquisition could expand the tribe's long-term development opportunities around the casino. The environmental assessment prepared as part of the federal review process now identifies a range of possible uses for the property.
According to the assessment, the tribe proposes development of "mixed commercial facilities which may include, but not be limited to, retail commercial, office space, restaurants, entertainment, hotels, financial institutions, parks, as well as additional compatible uses."
The document also references approximately 150,000 square feet of office space and 400,000 square feet of commercial development across the 90.57-acre site.
However, the assessment does not identify specific projects, tenants, development phases or construction timelines. Nor does it indicate which of the listed uses the tribe may ultimately pursue if the trust acquisition is approved.
Notably, the proposal does not include gaming. The environmental review describes the trust acquisition as being undertaken "for economic development purposes" and focuses on commercial development rather than casino expansion.
The proposed acquisition involves nine tribally owned parcels near Kammerer Road and State Route 99. The assessment describes the property as "largely undeveloped land" surrounded by Sky River Casino, commercial development, residential neighborhoods, agricultural land and open space.
While the trust application itself has not changed, the newly disclosed details provide additional context about the types of development being evaluated through the federal review process. The information also offers the clearest indication to date of how the expanded land base could support future economic development adjacent to Sky River Casino.
A request for comment was submitted to Wilton Rancheria. This story will be updated if a response is received.
The public comment period on the environmental assessment closed Aug. 17. Following completion of the National Environmental Policy Act review, the Bureau of Indian Affairs will determine whether to approve the trust acquisition request.
