Koi Nation's Shiloh Resort & Casino Project Remains Fully Blocked

WINDSOR, CA - August 15, 2026>

The Koi Nation's proposed Shiloh Resort & Casino remains completely stalled following a series of federal actions that have left the tribe without trust land, without gaming eligibility, and without a path forward unless its appeal succeeds at the Ninth Circuit Court of Appeals.

The project's collapse began last year when a federal judge vacated the U.S. Department of the Interior's January 2025 land-into-trust approval. The ruling found that the decision had been signed by a Bureau of Indian Affairs official who lacked the legal authority to approve trust acquisitions. The court also determined that Interior's historical-ties analysis was insufficient to justify gaming under the Indian Gaming Regulatory Act's restored-lands exception and that required tribal consultation had not been properly completed.

On April 2, 2026, Interior formally executed the court's order by removing the Shiloh parcel from trust and returning title to Sonoma Rose LLC. The reversal eliminated the legal foundation for the $600 million casino-resort and halted all development activity. County officials confirm that no construction permits have been issued for the site and that no casino-related work is authorized.

Despite the setback, the Koi Nation has moved its tribal offices onto the Shiloh property, a decision that has heightened tensions with neighboring residents and local officials. Equipment and trailers appeared on the site earlier this year, but authorities state that no casino construction is permitted while the land remains in fee status.

The tribe and federal defendants filed an appeal shortly after the 2025 ruling, but the court declined to keep the land in trust during the appeal. The Ninth Circuit case remains active, with mediation and briefing underway. Until the appeal is resolved, the Shiloh Resort & Casino project remains fully blocked.

The Koi Nation has not announced any alternative development plans for the site, and Interior has not initiated a new review or replacement decision. With the land out of trust and the original approval vacated, the future of the Shiloh project is uncertain.
