Lumbee Tribe Advances Gaming Ordinance Process Following June Casino Vote
PEMBROKE, N.C., Sept. 24, 2026 - The Lumbee Tribal Council is continuing its public review process for a proposed gaming ordinance, giving enrolled tribal citizens multiple opportunities to provide feedback through public hearings and written comments.
The current review process follows a June 23 special election in which Lumbee voters rejected a constitutional amendment related to the authorization and regulation of gaming on tribal territory. Unofficial election results showed 5,775 votes against the measure and 3,490 votes in favor, with the amendment defeated in all 21 voting precincts.
Following the June vote, the Lumbee Tribal Council directed legal counsel to explore alternative pathways related to hospitality, entertainment and gaming opportunities. Tribal leaders subsequently began work on a proposed gaming ordinance and launched a public engagement process to gather feedback from tribal citizens.

Public hearings have been scheduled throughout tribal territory to provide enrolled members an opportunity to comment on the proposal.
Additional hearings are scheduled in Hoke, Cumberland and Robeson counties through Sept. 28, while written comments are being accepted through Sept. 29.
The proposed ordinance is intended to establish a framework for the regulation and oversight of gaming activities should the tribe pursue gaming operations in the future. Tribal officials have stated that the current process is designed to gather member input before any further action is considered.
At this time, no date for a future tribe-wide vote regarding the proposed gaming ordinance has been publicly announced.
The Lumbee Tribe of North Carolina received full federal recognition in December 2025, making the tribe eligible to pursue gaming under the federal Indian Gaming Regulatory Act. Tribal leaders have previously identified gaming as a potential economic development opportunity for the tribe and the surrounding region.
