The Scotts Valley Band of Pomo Indians plan to build a $700 million casino resort in Vallejo, California near I-80 and Highway 37. The plan was approved by the federal government on Jan. 10, 2025. However, on March 29, 2025 the approval was temporarily rescinded pending a new review on whether the 128-acre building site qualifies for gaming under the "restored lands" exception of the Indian Gaming Regulatory Act.
In the interim, the tribe plans to open a temporary casino in Vallejo using Class II slot machines inside existing modular buildings. No opening date has been announced.

Federal Approval Status
The Scotts Valley Band of Pomo Indians is seeking final approval from the U.S. Department of Interior (DOI) to build a casino in Vallejo, California. The DOI is currently re-evaluating its initial approval, which was granted in January 2025 and later withdrawn in March 2025. A final decision to reinstate or end the Vallejo casino project is expected in late 2026 or 2027. (See estimated timeline).

The Scotts Valley Band of Pomo Indians is seeking final approval from the federal government to build a $700 million casino resort in Vallejo, California. Despite major opposition from rival casino tribes to block construction, the Scotts Valley tribe is preparing to open a small-scale, temporary casino using modular buildings already on the Vallejo property.
The casino, which the tribe refers to as a "preview casino," could open as early as this month with Class II slot machines. These look similar to Vegas-style slot machines but operate like bingo where jackpots are paid from a shared player pool instead of by the house.

History Timeline
1851
The Scotts Valley Band of Pomo Indians was one of several Pomo groups that negotiated treaties with federal agents to cede their lands from Clear Lake to San Pablo Bay to federal agents in return for a promised reservation. The treaties were rejected by the U.S. Senate, and the Pomo tribes were pushed off their ancestral lands by early California settlers.
1965
The Scotts Valley Band of Pomo Indians had no land and eventually lost its federal recognition on September 1, 1965. Federal recognition was restored in 1991. But land was not returned. The tribe maintains its headquarters and community centers in Lakeport, CA.
2015
The Scotts Valley tribe acquired 160 acres of land in Vallejo, California near I-80 and Highway 37.
2016
The Scotts Valley Band of Pomo Indians filed two applications with the U.S. Department of Interior in 2016 for the purpose of establishing reservation land, and secondly, for approval to build a casino on that land.
2019
Both applications were rejected by Interior Department on Feb. 7, 2019. The Tribe reacted to the decisions by filing a case against the Interior Department in the United States District Court, District of Columbia.
2022
In Sep. 2022 the U.S. Circuit Court agreed with the tribe's claim of ancestral ties to the Vallejo area, and ordered the Interior Department to revisit the tribe's casino applications again and reconsider the "inescapable" facts supporting the tribe's ancestral ties to the Vallejo area.
2023
There were no news updates in 2023 from the Interior Department regarding a second review of the Vallejo casino applications.
2024
In early 2024 the Interior Department instructed the director of the Pacific Regional Office of the U.S. Bureau of Indian Affairs (BIA) to review the Vallejo casino applications. The BIA made an environmental assessment of the casino and published a report in July. A 30-day public review period was opened to collect concerns, issues, and feedback on the project. The BIA will use these inputs in deciding whether to proceed with a extensive environment impact study. Gov. Newsom was among those expressing opposition to the casino. (See news story).
2025
January: The Vallejo casino resort project received final approval from the U.S. Department of Interior on Jan. 10, 2025. The 128-acre site was transferred into federal trust to make it eligible for gambling purposes.
March: The casino approval granted by the Department of Interior in January was temporarily rescinded by new officials of the Trump Administration. The controversial issue of tribal rights to ancestral lands in Vallejo is now under review.
April: The Scotts Valley tribe filed a federal lawsuit and emergency motion claiming the Department of Interior acted unlawfully in rescinding its casino approval.
October: A federal judge ruled that the DOI violated the tribe's due process rights by rescinding the casino approval without notice. Judge Trevor McFadden of the U.S. District Court for DC ruled that the Scotts Valley Band of Pomo Indians may proceed with its casino plans in Vallejo while the Department of Interior does its re-evaluation.
2026
The Scotts Valley tribe is preparing to open a temporary casino on their 160-acre site near Interstate 80 and Highway 37 in Vallejo. The casino will open soon and operate inside modular buildings that already exist on the site.
