It was announced by WI Governor Scott Walker that in order for casinos to be built off reservation land, that it must be approved by all tribes. There are 11 tribes in the state.

The announcement was made on Thursday to the Milwaukee Journal Sentinel editorial board.

According to federal law, the governor must approve off reservation casinos. If a tribe wants to receive approval from the governor, the other tribes must also approve the project.

Plans to bring a casino to Kenosha started in 1990 by the Menominee. Since that time, the Potawatomi have tried to stop the project concerned that it would affect their casino in Milwaukee
