A proposed new casino in Cedar Rapids is facing opposition from the area's current casinos. As well as the Black Hawk County Gaming Association.

The development of a new casino would increase the competition for the established casinos in what is believed to be a nearly saturated market. The proposed casino is being opposed due to the increase of competition and the effect it might have on taxes that are paid to benefit nearby cities and counties.

Waterloo's Isle Casino Hotel pays 5.75% of weekly revenue to the Black Hawk County Gaming Association. This amounts in an estimated $400,000 in payments a month. If there was a decrease in the amount of revenue taxes brought in by the casino, it would effect area programs. Including tax relief for counties and cities. As well as city redevelopment programs.

Seven counties are served by the Black Hawk County Gaming Association. However, Black Hawk County receives most of the money at 90%.

As of now, there are three casinos owned by Native Americans. There are also eighteen casinos with state licenses.
