Next year ground breaking will mark the start of construction for Cleveland's next casino. But before any further plans can be made, an agreement with Harrah's Entertainment Inc needs to be made. Rock Gaming needs to make an agreement for a developer and operator with the entertainment company.

A joint venture was proposed between the two companies last August to build casinos in both Cincinnati and in Cleveland. Harrah's will serve as the cities casino managers. They also will be making a minority investment for the projects. Rock Gaming will have the majority of the ownership.

$600 million is the estimated total that will be invested by both groups into the Cleveland casino. It will be located in the city's downtown entertainment district on the bank of the Cuyahoga River. 8 million visitors are expected to visit the casino and the downtown area annually. 8,000 new jobs will be created.

In November of 2009, voters in Ohio approved 4 state wide casinos.
